Big Changes Coming to BC’s Driver Licensing Program in 2026

Starting in 2026, the B.C. government plans to make it easier for new drivers to get their Class 5 licence.

The biggest change? You will no longer need to take a second road test to get your full licence. Instead, you’ll need to show that you can drive safely for 12 months. If your record is clean, you’ll move from your Novice licence to a full Class 5 licence—no extra test required.

What’s the Process Now?

Right now, all new drivers in B.C. must:

1. Take the first road test to get their Class 7 (Novice) licence

2. Wait 24 months (or 18 months if they take an approved driving course)

3. Take a second road test to get their Class 5 licence

   
   

Because of this, many people stay in the Novice stage for years.

What’s Changing in 2026?

The second road test will be removed. Instead, drivers will go through a 12-month review period, where they must drive safely. If their driving record is clean, they’ll get their full Class 5 licence without another test.

What This Means for You If You’re Under 25:

• Spend 12 months as a Learner (L licence)

• Then 24 months as a Novice (N licence)→ or 18 months if you complete a driver training program

• Then drive for 12 months with a restricted Class 5 licence

• If your record is clean, you’ll get your full Class 5 licence

If You’re 25 or Older:

• Spend 9 months as a Learner

• Then 12 months as a Novice

• Then 12 months with a restricted Class 5 licence

• If your record is clean, you’ll get your full licence
